The Grand County Housing Authority function is to provide, initiate and advocate for affordable housing in Grand County.
We develop, acquire, lease and operate affordable housing for Grand County residents with limited incomes.
Our funding comes primarily from the federal government and from tenant rents and our local funding partners. We also work in partnership with the city and state governments as well as private investors.
Although we are a public agency, we operate in many ways like a private property management company. We and our property managers employ the best practices of the private real estate industry.
In February 1977 the Board of Commissioners formed the "Housing Authority of the County of Grand".
The initial need identified by the Housing Authority was senior housing. In the spring of 1978 an application was submitted to Farmers Home Administration (Now Rural Development) for a loan and various grants from other agencies for a 24 unit project in Granby. Grand Living Senior Homes was completed in 1979 and also includes a rental assistance element which allows residents to pay from 30% of their monthly income toward rent with Rural Development paying the balance.
In 1980 the Housing Authority began planning another senior project for Kremmling. An old school complex was chosen as a 20 unit site financed through HUD. Silver Spruce Apartments was completed in 1981.
The Section 8 Existing program was instituted in Grand County in 1985. This program allows families to obtain rental housing with the Section 8 subsidy. We have 40 units or slots available in Grand County and an additional 20 units in Routt and Jackson Counties that may be assisted at any given time. Because of the limited number of units available the program utilizes a waiting list.
In the early 1990's the Town of Kremmling and a local citizens group decided that an "Assisted Living" facility was needed. After some false starts and a lack of funding, the Housing Authority took over the project and completed the Cliffview Assisted Living Center. Cliffview has 24 units of Assisted Living.
In 2002 Grand County Housing Authority opened the Fox Run Apartments project in Fraser as an answer to the shortage of affordable rental housing in eastern Grand County. Fox Run provides 64 one, two and three bedroom units of below market rent apartments.
The Housing Authority has not stopped addressing affordable housing in Grand County. The Housing Authority acquired a nine unit complex in 2002 and converted the individual units to condominiums. The units were all sold in 2003. All units are deed restricted to ensure that they will remain affordable to subsequent purchasers for many years to come.
In 2004 the down-payment assistance program began providing much needed down-payment assistance that enables those that live and work here, to become homeowners. To complement this program sponsors the Homebuyers Education Classes entitled “You Can Own Your Own Home“. The classes are conducted monthly free of charge. Just call 887-7271 to register.
